The world has changed, and merely suspending or expelling students will only likely make the problem worse. House Bill 4490: ALTERNATIVE SCHOOL SUSPENSION PROCEDURES TARGET AID TO TROUBLED STUDENTS A student facing suspension or expulsion is a student crying out for help, and we need to respond by identifying the root cause of the problem and with interventions that result in moving them back on a positive track. State Rep. Thomas Stallworth introduced HB 4490 to revise the procedures public school officials follow when expelling or suspending a student from school. My bill focused on providing behavioral risk assessments and behavior plans for these students. These students are our future, and we need to offer real help to turn them around. HB 4490 would require school officials to first work with students facing suspension or expulsion on changing their behavior by using alternative programming, encourages the use of restorative practices, referral for individual counseling, in-school parent supervision of other or other evidence-based alternative to expulsion. The bill also removed mandatory waiting periods on parental appeals to the local school board in the event of a suspension or expulsion.
