The year of 2013 turned out to be the most eventful for ECES since its foundation. From 2012 up to date, ECES has signed 36 contracts amounting up to more than 8,5 million Euros and delivered programmes in favour of more than 35 countries. Among the achievements that marked the end of last year, the ECES led project’ “Preventing Electoral violence in SADC Region”, abbreviated PEV-SADC, delivered in the fourteen countries of the SADC region reached its first year of implementation and concluded 2013 withthirteen completed needs assessment mission, six BRIDGE Train the Facilitator workshops, four LEAD Train the Trainer and thematic workshopand two BRIDGE Modular workshops in Madagascar, which led to the accreditation of the very first BRIDGE facilitators in the country. Still in the Framework of the PEV-SADC project, ECES is deepening its partnership with EFEAC (Central African School for Electoral Administration) and SCYTL, specialised in electoral technology, by developing a first of its kind eLearning master. Challenging geographical- and time constraints, this master is built to provide electoral stakeholders with a cost-effective, flexible and content-rich option to conventional learning, covering the entire electoral cycle. In 2013, two general elections were peacefully conducted in the midst of intense international attention due to a history of electoral violence and conflict, namely in Madagascar and Zimbabwe. From the regional head office in Madagascar, ECES staff was able to closely follow the presidential election in Madagascar thatwas held on the 25 October respective 20 December after five years of political deadlock. The ECES-led project, Projetd’Apui à la Credibilité et la Transparence des Elections, has delivered sensitisation and voter educations campaigns during the months ahead of the elections to support voters and civil society in making rightful claims to take part in the democratic processas legitimate actors. Effort has been further directed to strengthen capacities among key players before the second round on 20 December that also combined parliamentary elections. To this end, a series of courses on election dispute resolution and election observation was organised. The SADC region is preparing to hold no less than seven elections this year and next. ECES activities are synchronised with the electoral cycle in our beneficiary countries, as we are currently preparing to deliver electoral support in near all SADC elections the coming year. As a final remark, ECES is welcoming new members of the management unit: Alain Andriamananony, who recently joined the Brussels office as Head of Operation and Finance, Eliane Torres, who is our new Capacity Development Advisor for the PEV-SADC Project and Philippe Galabert, Finance and Operation Manager for the PACTE project.
