Themes of presentation at Mahidol University, Institute of Human Rights and Peace Studies, Bangkok. 1. Terms Rationalization and domestication of human rights indyrumrnts connotes negative sense, so the right term is intetnalization of human rights intruments. This gives a true message. 2. Ratification has to be taken as positive sign as it means that the country is in direction of democratic development. 3. Ratification of instruments has contributed in prevenyng countries like Nepal, Sri-Lanka and Pakistan from sliding back to authoritarianism. They are thus the bottom line, below which no nation can slide down. 4. Human rights instruments ratification and internalization should not only mean enactment of laws, but improvement of economic system, environmental protection, reforms of education system, reforms of governance, and consolidation of democratic structure itself. Hence, sectarian approach must be avoided. ICCPR, ICESR, CAT, CRC all should be integrated and enforced holistically.E.G. No child right is enforeable without mothers right protected. 5. Development of regional mechanism to monitor and enforce human rights needs to be developed, if South Asia has to change the landscape of human right. 6. Project based approach and human rights being taken as a market commodity by many NGOs highjacked the value orientation of human rights, and human rights became a technical instrument. In fact human rights are life line.
