There are so many sanitation workers employed by Municipalities in India, who just report to duty, sign off the attendance register and head home. Almost all Municipalities do not have a waste disposal mechanism at all. Even, if they have one, its redundant. Now, the Govt is forcing officers and executives to clean the road..Can the same Govt enforce discipline in our Municipal officers whose primary duty is to clean the city, whose roles and responsibilities is to maintain cleanliness?? No..it cant!! Corruption runs deep...You need to weed out that and build infra for waste disposal..Else, Swaach Bharat will remain yet another image building and brand building ritual!!
