There has been some positive news from China recently about EVs. Tesla has started to sell and they are selling very well since they positioned a luxury car at an affordable price (unlike BMW, Mercedes, Porsche). The government decided two weeks ago to not charge sales tax for EVs from 1st of September (until 2017). For government cars, they will purchase 30% EVs by 2016 (Chinese government takes 10% of all cars in China). They are also starting very slowly to build charging stations all over the country, but this is still a long road ahead. In Shanghai you get 100,000rmb subsidy for a domestic made EV and a free license plate (they are auctioned out currently going for 80,000rmb), this should make Shanghai the top city worldwide for subsidies. VW will enter China market with EVs next year, they plan to manufacture cars in China. Renault are also working on this as well as Nissan and BMW. VW is huge in China, so this is a major news, they will enter with eUP and eGolf. Several cities, like HangZhou and ShenZhen have EV taxis, people love them and the drivers are very happy as well. The taxi in HangZhou can only go 80km on a charge, then they need to swap the battery (watch the movie). Several drivers told me that if they could get 200km they would replace all the 10,000 taxis to EVs, so hopefully this will happen soon in HangZhou.
