There is apparently some confusion about charter review provisions in the proposed charter. Under Charter Sec. 800, the City Council would form a committee to review the existing Charter and determine whether any amendments, modifications or repeal of its provisions are necessary. The charter is silent as to what happens after that and whether the City Council would be required to place any measure on the ballot. The review process is to take place every ten years. In addition, the City Council could initiate the process at any time or the process could be initiated by a petition signed by 2,500 voters. My question: If the City Council were not interested in a charter review, why would anyone go to the trouble of collecting 2,500 signatures to make the City Council form a committee that they would appoint? This would be a committee that might or might not recommend the changes desired by the petitioners and whose recommendations might or might not be followed.
