There is no free primary education in special schools. Parents are required to pay some fees to the schools. Most schools are inadequately- funded and some special needs schools only receive the usual government grants which are woefully inadequate and cannot even cater for instruction materials required by learners with disabilities. The problem is compounded by the inability of most parents to pay school fees hence the schools have to rely mostly on donor funding, which in some cases is as inadequate as it is irregular. Most parents abandon the children in the schools and disappear, due to extreme poverty, stigma and negative attitude in the community or due to their difficulty in communicating with the children.
