There is no winning strategy in any of these wars. As soon as the wars are Americanized, they are lost. When the South Vietnamese, or the Afghanis, or the Iraqis outsource their security to an alien power, they have lost their security. Contrast the situation in Sunni and Shia Iraq with the situation in Kurdistan. The Kurds took responsibility for their own security (there were never more than 60 American troops in the province) and hence they are both free and secure. ISIS will not go there. We helped, with material, training, air power, intelligence, etc. But when it came to the sticking point, they did it themselves. If the Iraqis cannot learn to defend themselves, then they cannot be defended. There are only two courses of study for any nation: learning how to defend yourself or learning how to be a slave. Thats it.
