Theres a hole in the center of the earth. From outside the earth, everything pulls to the center, but at the center, everything pulls to the mass in the thick shell, leaving a hole, of some size. If the core is a liquid ocean, then the inner ocean rests on the shell, just as, the outer ocean rests on the shell.
