There’re fundamental differences among the rule of morality (德治), of law (民主法治), and by law (極權法治): the 1st is governance of the state based on a code of morality, the 2nd on law made by the people, and the 3rd the reign of the state based on law made at the discretion of the ruler! The 1st protects the good against the wicked, the 2nd protects not the good but rather whoever has evidence in his favor and punishes whoever has evidence against himself, and the 3rd protects whoever the ruler means to do!.
