They are not explaining or the break down as to what they mean by the cost of enforcement. What I do know it that there is the equivalent of 14 million man years being served for Pot alone at an average cost of $73,000 per year per man. That does not include the arrest and court possessing. It seems to me, that money would be better spent fixing our infrastructure. It is time to come to terms with the fact that prohibition does not work and it never has.
