This question raises fears over the possibility of reaching a complete constitutional vacuum in less than a year, similar to what happened in Lebanon in the fall of 1988. Are we going to see a self-extended parliament with questionable legitimacy, and a resigned government that is constitutionally incapable of performing the functions of the executive authority, which would culminate in a failure to elect a new president? When these three vacuums converged in September 1988, Lebanon experienced a series of internal and external wars. The crisis only ended with the endorsement of a new constitutional system, which was approved in the Saudi city of Taif under comprehensive Arab and Western patronage, practically imposing Syrian tutelage on Lebanon. This time, things appear to be more complicated and difficult. There is no competent state to bring the Lebanese together, foreign consensus over how to resolve the crisis or a sponsor who can commit to assuming the role of custodian."
