This has been known to be true since the seventh century BC, when Solon laid the foundation for the great and prosperous Athenian democracy by redistributing political and economic power from the aristocracy to the broader population. Conservatives like to point to the decline of Rome as the consequence of the emergence of a welfare state. What they fail to understand is that a welfare state is the inevitable result of a society that allows all capital and political power to become concentrated in the hands of a few - the natural course of things if not actively prevented as money begets power and power begets money ultimately deny the great mass of society the potential for personal development and welfare becomes the price paid to maintain order. To whom more is given, more must be expected and those born at the bottom have to be given the opportunity to maximize their personal potential. We are not doing that.
