This is a completely bogus scheme....politicians have made a Mutual Admiring Club...which does following in order: 1. Help each other to get elected and become PM, CM, Ministers or head of various stupid committees (including BCCI, Hockey etc. wherever money making opportunities exist) 2. After a while when the politicians have their tummy full with loads of money and have become dysfunctional for active politics, try to make them decorative pieces - party organizational leaders, governor, president/vice president - remember Pratibha Patil and endless number of useless governors? 3. Finally help them win Bharat Ratna.... ironically politicians constitute a large proportion of recipients, people from other walks of life are not deserving! What is the contribution of all these politicians? Did Bharat really produce all the gems in form of politicians? One day if political situation warrants, Laloo may also be awarded with this!
