This is a good and doable idea. The art would only be there for a few years, realistically maybe more but that is not big issue with painted murals. The term mural really is a large painting, it can be complex and time consuming to render, or quick and easy with a more graphic art feel, lots of options. An argument could be made that why spend if the bridges are going to be replaced anyway I would...not so. The budget is probably small relative to anything else. Joe Moore did this en masse in Rogers Park with Participatory Budgeting, the budget for each artist doing one full side of a viaduct was I believe $5600 parts and labor all included. If Alderman Cappleman uses the same formula, and these viaducts being somewhat larger then the CTA/Metra examples in Rp I would guesstimate $7500 per side, times 4 sides or $30,000 total. Add to that the cost to blast and repaint the surface which is probably higher, but honestly at the very least that should be done murals or no murals its a bit overdue. 2-Dimensional art can be whatever it wants to be in character and content. A mural can add value. The peace park mural I did recently is valued by the residents, an upgrade from another swath of graffiti blaster brown and grafitti. The mural attracted another resident artist to paint another mural as well. Art follows art the way money follows money. It was very inexpensive to do and it has not been defaced, in fact that is rare taggers would deface public art. We hung up a corkboard but that got defaced six ways to Sunday. I am going to post a second link of that mural in comments, it is on the homepage of Buena Park Neighbors. The viaducts are gateways to Uptown like the pedway is for Buena Park, should be welcoming. Yall know I am going to make a bid at this, why not? Lawrence viaduct is a block from my studio and everyone knows I am the 46th ward Alderman favorite artist.
