This is a good rule. I certainly understand that it may cause some problems for some innocent people. These problems are easy to get around. However, there is a lot of fraud in the tax preparation business, and much of that fraud involves deposits into accounts controlled by tax preparers. I have had a number of people come into my office who have had their tax refunds stolen, in whole or in part (over-charges) by their tax preparers who had their refunds deposited into their tax preparers account (sometimes without them realizing it). This rule will not stop dishonest tax preparers, but it will slow them down. It will seriously slow down the crooks who do not sign their returns. This brings me to a common theme in my posts. Look at the bottom of the first page of your 1040 form. If you do not see your tax preparers name, get a new tax preparer. There is only one good reason for a professional tax preparer not to sign (electronically or physically) a tax return. The preparer is a crook (either stealing money directly or filing fraudulent or substandard tax returns anonymously).
