This is an excellent and valuable Note by Robert Brown. Former law professor, Rob Natelson - who is presented as the cutting edge intellectual behind this push for a convention - cites cases which dont say what he says they say! In this Note, Brown demolishes Natelsons claim that Article I, Sec. 8, last clause (the necessary and proper clause) doesnt apply to Article V so as to give Congress power to make all laws necessary and proper to carry out its power to call the convention. So the claim of Natelson, Mark Levin, Michael Farris, and others that the States will be in total control of the convention is based on lies. Levin and Farris are lawyers! They havent read the cases Natelson cited? Hummm? Something is rotten in the convention camp..... Read Browns note!
