This is awesome. I have a less confrontational approach to this. I walk over and pick up their rubbish in their full view and put it in the bin. Or sometimes say let me help you with that. Nobody gets upset but somebody usually gets embarrassed and I think it clearly gets the message across. I have had people come over and apologize afterwards. Twice when I was in Mexico and Taiwan, someone came over and apologized on behalf of their whole country.
