This is clear evidence of abuse by those who are so called appointed to protect and use good sound reasoning when faced with anyone who are a danger to self or others. This was a mob action on this man who appears clearly not adhere to orders who was not fighting but trying to avoid being detained for arrest; with more then enough uniformed bullies on location to deal with him, they only needed to pin him down in order to cuff him. But they got academic workout and practice on this man who in not submitting shows signs of a person with a mental disorder. They and the department needs to be fired and sued. Question: Why do these things happen, and who are the main targets of these wrongdoings? (This is a norm and trained policy given to selected officers of these departments and part of some of their nature.
