Washington, DC 20500 Dear Mr. President, Citizens Judicial Review Board, specialize in reviewing current law ratified under the United States Codes. After careful review we find these particular titles 1 through 52, were not ratified by Congress. We find these titles of the United States Code have not been enacted into positive law and are prima facia evidence of the laws that these U.S Codes and Titles 1-52 are void, voidable and of no effect upon the citizens of the United States. Records for dates of ratifications are stored in the Library of Congress.The United States Statutes at Large remains the ultimate authority that was enacted by Congress. (volume 44, page 7 preface all U.S. Codes including U.S.C Title 18 are prima facia evidence of the law and may be rebutted 1 U.S.C 112. If Congress enacts a particular title (or other component) of the Code into positive law, the enactment repeals all of the previous Acts of Congress from which that title of the Code derives; in their place, Congress gives the title of the Code itself the force of law. This process makes that title of the United States Code legal evidence of the law in force. Citizens Judicial Review Board challenge the codification of these unenacted and unratified titles. The Citizens of the United States, has not received fair and honest representation from elected officials, these elected officials has failed to disclose this information to the public and have committed instrinsic fraud against the people of this Nation. The very fabric that governs the lives of all citizens from cradle to the grave, Titles 1 through 52, has never been ratified by the Members of Congress. After further inquiry we find Members of Congress were not in session during the time of the alleged ratifications and has been repealed. Titles 1 through 52 were codified and utilized on State level which were ultimately used to oppress a Nation, in particular U.S.C Title 18, which deals specifically with “The Criminal Justice System” this particular title has subjected citizens to incarceration, fines, and in some cases, rendered death sentencing against the people. Therefore, all acts in violation of titles 1 through 52 are null, void, voidable and of no effect or force against the citizens of the United States, we hereby request the records of those person charged, arrested, acquitted and or convicted of none violent crimes should be destroyed and/or expunged. I addition, all State statutes, county and/or municipalities codes and ordinance are copyrighted and private intellectual properties. Pursuant to the Copyrights Act of Congress, this can not be law. (Copyright Act, public law 94-553, October 19, 1976 and U.S.C Title 17). Based upon these facts, failure to disclose as well as complacent silence is detrimental to the citizens of the United States of America and is considered to be fraud upon a Nation. The Citizens Judicial Review Board write to clarify our concerns. Congress must stand on their square and explain their position as to how these atrocities are permitted to perpetrate against such a great Nation. It is Congress responsibility to know as well as disclose such information to the people of the United States of America. Congress has failed the people of the United States. This is very concerning, particularly when none of the U.S Titles 1 thru 52 were ever RATIFIED by Congress. We would like to address the most recent Administrative ruling “All government agencies are VACANT” this administrative ruling means affirmatively our government agencies have been occupied under the guise of private Corporations, Governors, Senators, Judges and other officials who has extorted money from the citizens. Private corporations lack authority to govern federal agencies and the people of a Nation. Their acts are unfair, fraudulent, unlawful and deceptive practices against the people of the United States of America. We now ask Congress, how does private corporations have authority over the people of the United States of America. We ask Congress to explain their positions as to whom is responsible for giving corporate individuals and States the authority to oppress a nation with United States Codes and Titles which are void, voidable of no cause or effect upon the citizens of the United States. These alleged corporations, State officials, and officers are in breach of all duties to be honest with the citizens of the United States. We urge you to take the necessary step to ensure the people of the United States, that those who commit fraud against the citizens will be severely sanctioned as to be just, reasonable, and proper under the circumstances.
