This is something Ive posted before. Sometimes it does take some work even to get the basics right. With water in this experiment, it most likely is attracted to the positive charge of the static electricity. Yes, I know, a positive charge is not attracted to another positive charge. This is unless its the exception to the rule. What is missing is waters absorption spectrum. That would be a negative potential existing within a positively charged molecule. With static electricity, if it is the opposing effect to the balloons negative potential, then what needs to be considered is if it also reflects the balloons color. If so, is this color within waters absorption spectrum. If so, then the nature of why water has adhesive and cohesive properties could be understand on the specific level that they occur.
