PLEASE NOTE ENCIRCLED APPLICANT CERTIFICATION, wherein it states: I certify UNDER PENALTY OF PERJURY I AM A PERMANENT RESIDENT OF....the state of MARYLAND and the statements made on the application are true and correct to the best of my knowledge, information and BELIEF. In other words, this man is NOT ELIGIBLE. N-O-T eligible. Lets see how this little tidbit of FACT and PROOF is handled by the courts and BOE.
