Global Health Fellows Program II Technical Advisor III: Senior Health Advisor Office of Technical Services, Bureau for Middle East, United States Agency for International Development Location: Washington, DC Assignment: Two-year fellowship GHFP-II-P4-140 The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID). GHFP-IIs goal is to improve the effectiveness of USAID health programs by addressing the Agencys immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual work planning assistance, and ensures that professional development opportunities are available. Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agencys ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health. BACKROUND: The Middle East Bureau is USAIDs primary interface with USAID field missions in countries in the Middle East (ME) and North Africa (NA). The MENA countries consist of Jordan, Egypt, West Bank and Gaza, Yemen, Iraq, and occasional support to others such as Libya and Syria. The Office of Technical Services (TS) is one of five offices in the ME Bureau along with the Office of ME Affairs, the Office of Iraq, Arabian and Peninsula Affairs, the Office of Administrative Services, and the Office of Strategic Planning and Operations. Advising the leadership of ME Bureau on technical issues, the ME/TS sits organizationally (for supervisory purposes), in the ME Bureau. The Office of Technical Services provides leadership on development issues in the MENA countries through analysis, strategy development, program design, technical assistance and information dissemination in the areas of democracy and governance, natural resources management and environment, agriculture, education, conflict mitigation, and global health. Global Health (GH) includes aspects of public health such as family planning/reproductive health (FP/RH), maternal and child health (MCH), HIV/AIDS, other infectious diseases, nutrition, and health system strengthening. INTRODUCTION: The Senior Health Advisor (Senior Advisor) will provide technical advice and support to the ME Bureau and its missions with health portfolios in the areas of MCH, FP/RH, HIV/AIDS, malaria, tuberculosis (TB), infectious diseases, and health systems. The Senior Advisor will support the missions health programs and activities and will serve as the primary point of contact for the missions in the ME countries on all health-related programs. The Senior Advisor will receive day to day guidance from the Office Director. ROLES AND RESPONSIBILITIES: The primary responsibilities of the Senior Health Advisor include: 1. Providing expert technical analysis to ME Bureau and Missions by: Leading technical analyses of health status indicators and demographic data; identifying priority concerns in the population, health and nutrition sector; developing reports or briefs on relevant information; and making recommendations for action by the Bureau or missions, as appropriate. Analyzing and interpreting health data, leading to the development of programs related to the design, development and evaluation of health sector activities. Developing analytical, strategic and program recommendations which demonstrate and/or take into consideration US Government (USG), USAID and ME Bureau policies approaches and interests. Reviewing project proposals, requests for funding, interim and final project reports, annual assessments of program impact, scientific and policy papers, and other documents for ME programs, GH projects and mission activities. Developing and maintaining up-to-date information on HIV/AIDS in ME countries and providing regular updates, information and briefs on technical issues to ME Bureau staff, missions and ME program partners. Visiting missions to provide program development, evaluation, monitoring and mission support. 2. Providing technical leadership, support and guidance to: USAIDs MENA HIV/AIDS projects, acting as main point of contact for MENA HIV issues within the Agency by providing daily oversight. Activities may include coordination with State Departments Office of the Global AIDS Coordinator and USAIDs Office of HIV/AIDS, collaboration with international donors and UN agencies, guidance to implementing partners, review of work plans and budgets, monitoring of activities and programming, development of new program concepts and provision of information and briefings on HIV in MENA and USAID/USG MENA HIV programming. The ME Bureau and within GH teams on the review and response to mission strategies, performance reports and other strategic and program documents. This may include writing reports, drafting strategies and other documentation, preparing written communications to USAID missions, and providing written reviews and recommendations of projects and activities. ME missions by providing regular virtual and onsite support on health-related issues including budget and program planning, policy compliance, assessments and evaluations, technical updates, visits from the field and coordination with other bureaus of USAID and external agencies and partners. The MENA region on HIV, family planning, gender and special populations (youth, community leaders). USAID and/or external staff undertaking assignments, rotations or short-term assignments to ME countries. The Health staff in ME Bureau missions by developing and providing mentoring and capacity building activities. 3. Serving as a liaison and advocate to: The GH Bureau, other USG agencies, cooperating agencies, international organizations, non-governmental organizations, foundations, private sector organizations and others working in health in the region. The ME Bureau for health-related issues. This will include working closely with other ME/TS staff, country desk officers, program analysts and budget and operations staff to ensure that the health perspective is communicated effectively and that needs of health programs are met. 4. Developing, collaborating with, and maintaining effective working relationships with: GH Bureaus country leads, non-governmental organizations, and other partner organizations to organize and facilitate meetings and briefings on health related projects in the regions. The ME Bureau, missions in the region, GH Bureau and other relevant parts of the Agency, as well as the State Department, the Department of Health and Human Services, and other USG counterparts. Training and Professional Development Keeping abreast of the current literature and familiarity with regional and country trends, programs, initiatives and projects. Deepening knowledge of the analysis and evaluation of data related to PEPFAR activities. Participating in interagency working groups and professional meetings as appropriate to SOW. Participating in professional continuing education and skills training within the purview of GHFP-II. International travel: approximately 2-3 trips per year, each for 2-3 weeks duration. REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE: Masters degree in public health or a related discipline. Minimum ten years work experience in international health programs with at least three to five years experience in an international or resource challenged setting, within the MENA countries. Experience and knowledge of the MENA required. Demonstrated knowledge and experience in one of more of these health areas: FP/RH, MCH, HIV/AIDS, infectious diseases, malaria, TB, and health systems. Extensive knowledge of public health principles, concepts, methods and techniques. Experience working closely with high level government officials, implementing partners, international donors and other counterparts. Evidence of excellent interpersonal, facilitation and team building skills. Ability to analyze and interpret complex data, as well as produce reports using Word, Excel, and PowerPoint. Excellent writing and presentation skills. Ability to communicate, influence and convince verbally and in writing. Ability to travel internationally. Ability to communicate in Arabic desired.
