This week I cosponsored legislation to reauthorize and build on the successes of the Second Chance Act, which was signed into law by President George W. Bush in 2008 to reduce recidivism rates and decrease the cost of incarceration. Research shows that more than half of individuals released from prison are reincarcerated within three years. But, we know that when these same individuals receive assistance in finding employment and housing, reincarceration rates drop sharply.
