Out of the 30%, 5% are set aside for second-timer applicants under Assistance Scheme for Second-Timers (Divorced/Widowed Parents) (ASSIST). We note that you were invited to book a flat on 18 Sep 2014, for your 3-room flat application in the May 2014 BTO exercise. However, you did not proceed to book a flat under this exercise. 3 You have informed us that you are unable to afford the option fee of $1,000 and that you do not have any CPF savings to finance the downpayment of the flat. As home ownership is a long-term financial commitment, we would advise buyers to exercise financial prudence and secure sufficient financing before committing to buy a flat. If you are unable to afford the purchase of a new flat now, we would advise you to defer your flat purchase and take some time to build up your finances first. 4 With regard to your re-appeal for waiver of the Ethnic Integration Policy (EIP) in the sale of your 5-room flat, we have considered the circumstances of the appeal carefully but regret that we are unable to waive the EIP in the sale of your flat. As we have explained in our previous replies, the EIP was implemented to ensure a balanced mix of the various ethnic groups in public housing estates and to prevent the formation of ethnic enclaves. It has to be applied consistently to all ethnic groups to achieve its objective. 5 For September 2014 and October 2014, the proportion of Chinese households at Blk 649 Hougang Ave 8 has remained at the prescribed block limit under the EIP. Hence, you are not eligible to sell your flat to Chinese buyers as by allowing you to do so will further increase the proportion of Chinese households in the block. Nevertheless, you can still sell your flat to eligible Malay or Indian/Other Race buyers for the month of October 2014.
