By definition as soon as a military entity crosses a border it no longer is contained or defined by whatever state spawned it. There is in fact no requirement that a political organization that forms and maintains a military arm be confined to a given set of lines on a map at any point its life. The puerile and vapid response of our government and its refusal to confront the facts on the political organization and its military arm that have declared war upon us is an outrage. It is true that this organization is poorly-organized, poorly-funded and thus far despite pulling off some spectacular attacks has utterly failed in its mission -- thus far. This, however, does not change the declared intent of said organization and the fact remains that whether an individual soldier in that organization is ineffective, somewhat effective or very effective until and unless that organization changes its declared intent and sues for peace or is destroyed it remains both a real threat and a real problem.
