Threshold 81. It follows that the threshold is not met for the purposes of s 31(2) of the Children Act 1989 and I accordingly dismiss the local authority’s application for a care order. 82. I wish to make abundantly clear in this judgment that I totally exonerate the parents and the maternal grandmother. 83.
