Every Indian stands shoulder to shoulder with soldiers posted in Siachen Glacier, Modi said earlier. Everyone is aware of the extreme conditions at Siachen. Siachen glacier is the worlds highest battlefield at an altitude of 5,400 metres. Its ownership is disputed by Pakistan. Modi will visit Srinagar to meet victims of the recent floods that ravaged the Kashmir Valley and the Jammu region. As Modi flew to Siachen, Pakistan Rangers fired at Indian positions on the International Border in Jammu region some 365 km away while a strike called by separatists hit life in Srinagar and the Kashmir Valley. A police officer told IANS that Pakistan Rangers fired at the Narain border post of the Border Security Force at Ramgar in Samba district. The firing started at 10.30 a.m. The BSF retaliated. But no casualty or damage was reported in India. Over 30,000 residents of border villages in Jammu and Kashmir are still living in relief camps after fleeing their homes following Pakistani shelling that started Oct 6. Indian and Pakistani forces have been routinely firing at and shelling each other in recent times both along the International Border as well as the Line of Control (LoC). Meanwhile, public buses went off the roads in Srinagar Thursday but private vehicles and autorickshaws plied though in fewer numbers. Most shops and businesses were shut in Srinagar, the urban hub of a dragging separatist campaign that has claimed thousands of lives in Jammu and Kashmir since 1989. Police and paramilitary personnel were deployed in visibly large numbers all across Srinagar. Motorists were asked to show identity papers and pedestrians were frisked at random. क्या अपना हक़ जताना, उसे छीनने वालो को चनौती देना होता है ? अगर होता है तो ऐसी चुनौती कितनी जोर की होनी चाहिए की चुनौती देने वालो को चुनौती देते रहने की आदत ही तोड़ दी जाय। ऐसा पाहिले तब क्यों नहीं हुवा जब पाकिस्तान ने महाराजा हरी सिंह की रियासत पर हमला किया था ? और महाराजा ने भारत में विलय का निर्णय लिया था ,और तब भारतीय सेना ने पाकिस्तानी फ़ौज को खदेड़ दिया था , और हमारे अपने बड़े ( लेकिन डरपोक ) दिल वालों ने उन फौजियों को घुसपैठिये कहना स्वीकार लिया था। अगर हमारे आज के प्रधान मंत्री मोदी बाढ़ से बर्बादी झेल रहे लाखों कश्मीरियों साथ श्रीनगर में दीपावली मनाने जा रहे हैं तो उस भारतीय / मानवीयपरम्परा का अनुसरण कर रहे हैं जिसको मानने वाले कई आम भारतीय अब भी अपने उन पड़ौसियों को त्यौहारों में पकवान/ मिठाईया भेजते हैं, जिनके किसी दुःख के कारण त्योहार नही होते। अगर इस परम्परा को निभाना पाकिस्तान को चुनौती लगती है , या हमें बहम हो गया है की उसे चुनौती लगती है तो क्या वह अपने DNA से हट कर गोली बारी बंद देगा ? आशावादी होना अच्छी बात है लेकिन अपनी वरबादी की कीमत पर नहीं। मोदी जी अपने ही दुखी भारतीयों को अपनेपन का भरोसा दिलाने जा रहे हैं। अपनेपन का भरोसा, परम्परा और पड़ौसी। मेरी भी दीपावली नहीं है , तो मैंने इसे अपने तरीके से मनाने कीसोची। एक आकर्षक पारितोषिक वाली निबंध प्रतियोगिता, ५ वीं से १० वीं कक्षाओं में पढ़ने वाले कॉलोनी के छात्राओं/छात्रों के लिए आजोजित की। विषय था : कॉलोनी में सफाई व्यवस्था। और दशहरे के चंदे से बच्चों के पास बचे ४६५रु. को ,जिन्हे चंदा लेने वाले चार बच्चे आपस में बाटने की सोच रहे थे, एक ने मुझे बता दिया तो मेरे कहने पर सफाई के लिए बच्चों के दल के लिए कुछ औजार खरीदने के लिए मान गए थे और मेरे पास जमा करवागाये थे। दो बार अंतिम तारीख बढ़ने के बावजूद आज अंतिम तिथि तक एक भी निबंध नहीं आया. उलटे, एक बच्चे को उसके घरवालों ने आज तक पटाखे खरीद कर नहीं दिए तो वह रोने लगा , चारों अपने पैसे वापस मांगने आये , मैंने भी उनकी अमानत उन्हें लौटा दी और सलाह दी की चन्दा देने वालों को लौटा दो। वे ले गए , कई घंटो सोचने के बाद रात को पटाखे खरीदे, रोने वाले को चुप किया और आपस में बाँट कर मेरे प्रयासों पर पानी फेर दिया। मैंने जानबूझ कर यह प्रयास नयी पीढ़ी के बच्चों तक सीमित रक्खा, क्यों की मैं उन्हें ही पहल करना सिखानाचाहता था. लेकिन उनके संस्काारों का ( डीएनए) का क्या।मेरे प्रयास की बात अवश्य ही बड़ों तक भी पहुंचीहोगी, लेकिन सब तटस्थ अनजान बने रहे या क्या वास्तव में पीढ़ियों के बीच संवाद समाप्त हो गया है?अब मैं नए सिरे से नए साल के अवसर पर इसी बात को फिर से शुरू कर्रूँगा और अब के अभिभावकों को साथ लेने की ( नाकाम ) कोशिश एक बार फिर से करूंगा। मैं २४ सालों से देख रहा हूँ की आज के अधिकाँश नौकरी पेशा और पेंशनरों को सही पेरेंटिंग के गुर आते ही नहीं, मर्द दिन भर बाहर, औरतें घर बाहरके कामो और महिला दल के कीर्तनों में व्यस्त, बच्चे स्कूल, खेल और अपनी जिद मनवाने में व्यस्त, और मेरे सामने सामने , ही भारतीय संस्कारों से पोशी गयी समाज रूपी वाटिका धीरे धीरे स्वत्रन्त्र जंगल में बदलती जा रही है जहां सामर्थवान ही (?) जी सकता है, आज के चन्दाखोर कल के क्या बनेगें ? क्या प्रायः ऐसी ही परिस्तिथि हिन्दुस्तान पाकिस्तान के बीच नहीं रही है सही पेरेंटिंगके अभाव में एक पूरा देश आज भी हमारे लिए खतरा बनता जा रहा है। हमारे अपने देश के लोग, लाखों करोड़ रुपये खर्च करने के बावजूदअपने को अकेला महसूस करते रहेहैं। आज मोदी जी उनके दुख में उनअपनों को उनक साथ होने का भरोसा देने जा रहे हैं, सही पेरेंटिंग शुरू कर रहेहैं । जय हिन्द जय उत्तराखंड। डा. बलबीर सिंह रावत। राम प्रसाद
