Chance of rain 80%. ----------------------------------------------- Up against a deadline, Congress passed and sent a waiting President Barack Obama legislation late Wednesday night to avoid a threatened national default and end the 16-day partial government shutdown, the culmination of an epic political drama that placed the U.S. economy at risk. The Senate voted first, a bipartisan 81-18 at midevening. That cleared the way for a final 285-144 vote in the Republican-controlled House about two hours later on the bill, which hewed strictly to the terms Obama laid down when the twin crises erupted more than three weeks ago. The legislation would permit the Treasury to borrow normally through Feb. 7 or perhaps a month longer, and fund the government through Jan. 15. More than 2 million federal workers would be paid - those who had remained on the job and those who had been furloughed. ----------------------------------------- Michigan says its seasonally adjusted unemployment rate for September wont be released as scheduled because of the partial federal government shutdown. The report was due out Wednesday. The state Department of Technology, Management and Budget says it was unable to obtain needed information from the U.S. Bureau of Labor Statistics required to calculate estimates of employment, unemployment and payroll jobs. The Michigan jobless rate in August was 9 percent. ------------------------------------- An autopsy was under way Wednesday to pinpoint the cause of death of a 21-year-old man who was found unresponsive Tuesday by roommates in his apartment in Isabella County’s Union Township. Matthew Vandercook, a former Mid Michigan Community College student, was pronounced dead after police and paramedics were called to his apartment at the Village on Bluegrass shortly after 9 a.m. Tuesday. Initially labelled suspicious, there was no indication of foul play in his death according to State Police. ------------------------------------------- The state Senate has voted to let hundreds more Michigan cities levy a special assessment to fund police and fire departments. The new taxes could only go into effect if local voters say so. Michigan now lets townships and just one city - Saginaw - defray the cost of police and fire through special assessments on residents and businesses. All cities with at least 15,000 residents could levy the assessments under legislation approved by the Senate Wednesday and headed to the House.
