Time has come for the citizens of this Great Nation to audit the performance of the devolved governance. This is because of the billions, so far channeled through thèse systems. Citing my county (Baringo) as an example, MCAs have conducted several régional and international tours, but to date, I havent read an article or report, emanating from such visits. My perception of such tours was a comparative analysis of development status, and borrow from best practices, if any. My county MCAs started with a visit to Rwanda, (May be to see the skeleton museum), then Europe and Im told some are in Colombia as I post this disgust. It is useless to spent a fortune out of our meager resources on worthless trips. Is there anyone in Baringo County or yours, who has seen/read a report on such tours, as to what could be borrowed to transform Our lives?
