Tiranë, 09 August 2014 Dear representatives of Embassies, media, and other International Institutions in Albania and abroad the boundaries! We are representatives of Vitrina University, commercial entity of Albanian law that exercises its activities, among others, in the field of education, including higher education and University for a period of 10 years according to the laws of the country. But contrary to the law, the Ministry of Education on 04.08,2014 has proposed to the Council of Ministers removing the license of our university as well as 17 other universities in Albania This proposal was made public intentionally to damage the image of our institution while, the Council of Ministers dated 07.06.2014 approved the removal of license Everything above is the result of the actions of one employee at the Ministry of Education and Sports Ejona Isufaj (Alija), born on 02.04.1981, in Tirane,with the actual task of Inspection Directorate Director, Legislation and Institutional Surveillance in the State Inspectorate of Education – SIE in Ministry of Education, which has been having an open conflict with our university because she has been a former employee at Vitrina University (where she has used her master degree and doctorate both false) and after leaving work so vindictive towards us(in a revenge way) has exploited her workplace and bias has influenced the assessment report of the legality of the university. In fact she should automatically give resignation from this decision. It should be emphasized that its fraud continues to the point that states in the daily newspaper “Shqip” was not part of the control groups for “Vitrina”. But more specifically the fourth phase of the report provided: “Final conclusion”. In MAS was set up a special commission under the direction of the General Secretary the composition of which was Director of Legal Department, Director of Higher Education in Ministry of Education, Director of APAAL, Director of Inspection Directory and control of Legality in ISE, who in a marathon process discussed public hearings with subgroups specifically for each University they discussed all the findings, conclusions and objections. In some cases the commission called in public hearings even the highest representatives of University, so that they give their explanations on the findings of the control groups to arrive(come) at conclusions as fast exhaustive…..” We note that in any case we were not called as stipulated by law to make such a comparison. So it is a clear violation of legal procedures, by unfolding unprofessionally proposals and unilateral decisions with big consequences to thousands of students, academic staff and the damage of image, in the field of education, Also the director of Ministry of Education stays in this position contrary to law since her education is in Political Science and not in Justice because this position for its importance requires necessarily specialized education in this regard. We should emphasize that, on 05.08.2014 we have made a criminal charge for Ejona Isufaj to the District Court Prosecution in Tirana because we suspect that this citizen has consumed offense provided for by Article 187 of Penal Code ”Falsification and the use of falsified school documents, realized through the use of false diploma, scientific grade “PhD” and “Master” as well as in Section 143 of the Penal Code for Fraud, realized through acquisition , through cheatingof monthly salary of “Vitrina” University as well as the damage of the image to third parties. From further verification that we have made , resulted that with the decision nr.100 on 31 January 2012, of Tirana District Court, th erepresentative of the Institute IRERIE who issued the diploma from Dr. Bruno Hamard, that is the person who has signed the diploma of PhD and Master; of Ejona Isufaj and is condemned by the sentence referred to above with 5 (five) years in prison for the criminal offense “Fraud more than once” provided by Article 143/2 of the Penal Code for issuing false Master and PhD degrees). Also, it is visible the arbitrariness of state administration to remove the license of Vitrina University, i which ranks among the top five private universities with quality and more reliable in Albania from an international Spanish agency of credible and prestigious, Superior Council for Scientific Research , (Consejo Superior de Investigaciones Científicas) that makes raging of Universities worldwide. Irresponsible people in the Ministry of Education especially Ejona Isufaj have overlooked this reality by inventing a report which is not based on facts but based solely on deliberate assumptions. Because Albania has received candidate status to become a member of the European Union such illegal behavior from administration especially by unskilled und unqualified workers that open violate the lawcreates a dangerous precedent towards education and towards Vitrina University with an incalculable injury image of but also damaged image of the behavior of state administration in Albania.In this context we require from You within the powers that the law allows You to help us to raise awareness, lobbying and putting in place justice.
