To make people deal with issues like this only through a state social body is collective communism and it works to disempower the individual and place more and more power under state control: it is the Police State in full function and the people who enforce it are the stooges. Still waiting for the world to wake up. Soon it will be against the law to blow your nose in public! (They will find some excuse, like Ebola or some other). The more small and ridiculous laws they create, the more they can fine. The more they can fine, the more an ordinary persons coffers will find their way into the World Bank eventually.
