Today 8-10 research scholars from different institutes of Delhi-NCR met with Dr. Brakaspathy, Advisor, DST and raised the grievances of Research scholars. List of grievances presented to the DST Advisor is attached. Following are the details of the meeting with point by point discussion. 1) They have assured us that OM for different funding agencies would be issued within 5-6 days from today and upper limit is 15 days. 2) Current hike would be implemented from October, 2014 only. After other agencies announce the hike (which would be from 1st October, 2014, they have assured for that, including MHRD) then we need to approach UGC to revise their decision to implement hike from October instead from December. 3) Authorities are not inclined for annual increment of fellowships although they have decided to raise it every 3 years instead of 4-4.5 years as this time and previously. And they have assured further hikes would be done in a timely manner. So, the next hike is expected in 2017, for that authority would start working from 2016 and fellows whose tenure would be there around that time need to make representation and take it up with authorities. 4) SCHOLARS WHO ARE APPOINTED THROUGH PROJECT POSITIONS (Projects written through respective PI) need to ask their respective PI to ask allocation of extra budget on Man-power head. UNTIL UNLESS PI WRITES TO THE RESPECTIVE FUNDING AGENCY, YOU WILL NOT GET ENHANCED FELLOWSHIP. Arrears would come for the lag period. PIs need not to wait for any other intimation from the funding agency and OM would act as a reference for demand of extra budget. 5) Agencies like CSIR, MHRD, DBT are considering the option of implementing online system as adopted by UGC (via Canara Bank) to address the disbursement of fellowship issue effectively. We are assured that It should be up and running within 3-4 months. 6) Notification for hike of “Non-Net” and “Non-GATE” researchers would come within a month time, it is under consideration. 7) Notification for fellowship hike for M. Tech./M. Pharm. and other professional courses would come (for whatever programmes left) within a fortnight. 8) Slab implementation between JRF to SRF and SRF to RA would be taken up in the “Future Meetings”. We, scholars, need to push for this demand again and again and keep pushing it. Authorities don’t seem to be inclined towards the idea and are content with current status. 9) Delay in activation of fellowship, up-gradation from JRF to SRF and transfer of fellowship and dictatorial role of PIs in transferring the fellowships (if a fellow wants to shift to other lab) was discussed at length, with all of us gave different instances of problems faced by students. Authorities acknowledged it to be a serious concern and asked us to provide detailed application to solve this problem at the earliest. 10) Authorities are not averse to the idea of registration fee, semester fee paid through contingency grant of project, so that research scholars’ money can be saved. Though we need to push this effectively and need to take it up with concerned agencies actively.
