Today, Bert Cacayan, reports from San Juanico Strait, while on his way to Guiuan, Eastern Samar. Now traveling by small open boat to Guiuan then proceed to Manicani island. We bring only part of the food packs so as not to overload this small outrigger without cover. Our boat, along with other boats from the island, will come back to Tacloban port to pick up the rest. Weather is fine. Lucky, otherwise food and people will be wet. Data from the City Disaster Risk Reduction Management Council as of 15 November 2013: Tacloban has 21 evacuation center accommodating 68,022 families coming from 134 affected barangays (villages). Evacuation centers are cramped and congested. Contagion is easy. Needed by evacuees are: foods, potable water, clothes, blankets and toiletries. At the rate things are moving here, evacuees will be staying at centers for at least 6 weeks more. Many of these people have lost their homes. Data posted on the wall of DSWD Distribution Hub in Tacloban as of 15 November 2013: Affected poor families in Tacloban: 58,823 Total food and rice packs (composed of 5kg rice, 5 pieces canned sardines, noodles): 127,450 This means that each family got only two packs for 7 days. In Eastern Samar, affected poor families: 48,300. Total food packs given: 23,594. This means one half did not get any bit of food aid for 7 days. I could not find the right word to describe how I feel about this. A lady I met the other day spoke the truth, when she said: “We did not die of the super typhoon, but we could die of hunger.” This need not happen. It should not.
