Today a true hero has left us. Retired Richmond Bureau of Police Chief, Colonel Frank S. Duling passed away peacefully Tuesday afternoon at 89. He did so much for the City of Richmond and the Bureau. He was larger than life, but had the biggest heart and loved his daughter Vanessa (my skating buddy at Skateland when we were kids) with such passion. She was his little girl and he raised her with love and good family values. Now she’s without her father and as I said, the City lost a hero. He was a member of so many fraternal organizations that did so much for folks….typical Frank Duling. When I went on the police department, I didn’t think he cared for me very much because I changed his all-male dominated department, becoming the first female to attend the Police Academy and working a uniformed beat unit, but over the years we became great friends. What a teddy bear! He ran a tight ship and as long as your uniform was sharp, your hair was perfect and you kept your nose clean and did your job, you were fine. I spent the evening with Vanessa looking at pictures, plaques and awards that covered the walls in several rooms….so many mementos of a life dedicated to the people and officers of the City of Richmond. I am proud to say I was a not only a Police Officer under his command, but a friend also. I only wish the young officers of today could have known him. He’s watching over Vanessa and her family now from the highest most beautiful place there is…patrolling again, now on the streets of gold….Godspeed Colonel….love ya Nessa!!!
