Today in history: In 1931, an Independence Rally was held in front of the Legislative Building in honor of U.S. Senator Harry B. Hawes, who was visiting the Philippines at the time. Hawes, one of the foremost American proponents of Philippine independence, was one of the authors of what came to be known as the Hare-Hawes-Cutting Act.
