Today marks the day when the first federal income tax was created by President Abraham Lincoln and the Congress. Back in 1861, the Revenue Act imposed a 3% tax on those who made over $800 a year to pay for the government’s efforts to save the Union. Now, 153 years later, the income tax created under the 16th Amendment takes far too much from American paychecks while the government and this administration spend carelessly. The Council for Citizens Against Government Waste named me Taxpayer Hero for my upstanding voting record to eliminate wasteful government spending. My duty as your Congressman is to eliminate the misuse of taxes. The most recent example was demonstrated a few weeks ago when I introduced the Pay for Success Act, Increasing Private Sector Investments in Affordable Housing. This bill will generate a new way to pay for necessary utility upgrades in senior housing and housing for persons with disabilities. Instead of initially using your tax dollars, my bill will allow the Department of Housing and Urban Development to use private sector investments to add insulation, replace drafty doors and windows, and replace inefficient light or water fixtures in multi-family housing.
