Too bad if she wins the taxpayer will pay. I think the thugs who assaulted her should be held personally responsible. A main point in the justice of a civil suit is transferring the harm done against the victim back on to the guilty party, if its a business the financial burden could put them under, and thereby effectively stopping their victimizing behavior and certainly providing an incentive against it. However when you sue the state and win the harm is transferred onto the people that the state extorts for their money, so the victimization actually increases as a result and justice is further removed.
