UGANDAS CONSTITUTION IS DICTATORIAL Members tonight let us discuss Ugandas main problem: Me thinks... Ugandas biggest problem is a non pro people constitution. In 1994 at the then Nile Hotel International Conference Centre (now Serena Conference Centre) sat an ABSURD GATHERING... the CA- Constituency Assembly that sat down for months to make from an Odoki Draft (do you wonder why M7 is stuck with Benjamin Odoki?) a national ridiculing document. The Uganda 1995 Constitution is our biggest problem. 13 out of the 17 main chapters are dedicated to spelling out the powers of the President. Uganda has the most powerful president in the world by constitution. President M7 doesnt have to be a Dictator; the constitution does it for him. Our constitution created a legal dictator. HAVE WE EVER ASKED OURSELVES WHY OUR CONSTITUTION AINT TRANSLATED INTO LOCAL LANGUAGES? What amuses me is that all these men (and women) in the opposition or in regret participated in the making of this document that bound Ugandans into a trap. Col Kiiza Besigye, Nuwe Amanya Mushega, Maj Gen Mugisha Muntu, John Kazoora, Augustine Ruzindana, Richard Kaijuka, Winnie Byanyima name them participated very actively in the making of the dictator they are always grinding their teeth over... It is even on record in the hansard that Hon Elly Karuhanga (MP Nyabushozi then) raised the issue of creating a dictator in a president but he was quickly blushed down. Of course hes paid for that sin to a certain extent. That aside I sincerely feel all Uganda needs is overhauling our constitution and then enforcement of a precedent case in the presidency. In the 50 years of Ugandas independence; there hasnt been any peaceful democratic handover. If this document (Uganda constitution) remains its very easy to create another M7 ruling for another 4 decades. So let our energies focus on uprooting the bad constitution. MUSEVENI IS A CREATION OF A BAD CONSTITUTION.
