UHURU KENYATTA shuts down RAILA ODINGA’s dream of a referendum; raises county allocation to 40%. Monday September 16, 2013 - Former Prime Minister, Raila Odinga’s chances to hold a referendum in Kenya have dwindled after President Uhuru Kenyatta moved to shut his doors of increasing county allocations through a referendum. This is after Uhuru Kenyatta signed the CDF Act 2013 on Friday, raising the county allocations to 40% thereby boosting the sh210 billions kitty initially earmarked for Counties. Speaking after signing the Act, President Uhuru Kenyatta, noted the move is an important step in delivering money to Counties to fund services to the people of Kenya. Uhuru/Ruto’s Jubilee had earlier promised to increase county allocations to 40% without necessarily subjecting Kenyans to another referendum and urged Former Prime Minister, Raila Odinga, to drop his referendum call. According to the National Treasury data, county allocations have now reached 40% coming closer to the Governors’ 45% demand. Initially Uhuru/Ruto’s Government had allocated sh210 billion to Counties which it said was equivalent to 32% of the National Budget.
