UNSOLICITED SUGGESTIONS FOR B.I.R.( PHILIPPINES) My honest suggestion on how to effectively, systematically, easily and centrally collect taxes from the people especially in second and third class municipalities ( no much income to sustain better life) is to integrate and incorporate this matter in the collection of electric bill. At least with this idea, we have a metering device or reference point for asking or charging taxes from the people meaning the richer is the taxpayer would tantamount of consuming a lot of electric energy for his/her businesses and by multiplying and adding some percentage to his/her total consumption would serve as his/her paid tax. By human nature, you could not expect many people to be honest so that wisdom and common sense must prevail besides the fact that you could not accurately monitor their income generating activities. The sin tax and value added tax are okay because even those people who have no dependable job or who have no reliable income would still,unwittingly, be paying taxes so that It safe to say that everybody( even the babies) is paying taxes and nobody should have the right to say that these people must be disenfranchise or would not allowed to vote.
