UPDATE - Zebra Mussels - Heres a reply from TPWD I got today. Thanks for the email and question regarding the new water draining rule for boaters. The rule applies to all boats leaving or approaching a body of water so if you are pulling a boat out of the water and will be driving down a public road or away from the immediate boat ramp location then you should be sure to drain the water out of the bilge, engine, livewell etc... before doing so. Obviously public awareness is key to helping slow or stop their spread in the state so if you as a Marina can help inform the people who visit your marina about the need to drain all water and the risk of invasive species then that would be appreciated as well. Likewise, if you know of a commercial hauler either bringing a boat to the lake or hauling one from the lake to another location then it would be good to inform them of the need to make sure all water is drained as well otherwise they too would be in violation of the law.
