USA is not the one to order or decide who and how and where to conduct the negotiations, they are a mere witnesses or intermediaries, nothing more, the conflicting parties are DONBASS AND KIEV, and the US has neither shall have any right to dictate terms of any kind, let say if DONBASS militia must be in negotiations or not, if they want to be, who are in the place, but it does not come to the talks, they do not own the situation or the right of any kind to dictate terms to anyone.
