Ukraine-like hybrid wars against Estonia, Latvia, or Lithuania, “would call the (NATO) alliance as a whole into question and give Putin an enormous victory.” Putin sees the grand prize in reach: the de facto destruction of his greatest enemy, NATO – the very organization that destroyed the USSR and encircled Russia. The risks of such an adventure would be high, but the rewards would be astronomical.
