Uncertainty continues over Oswal mansion: THE abandoned $70 million mansion of failed Burrup Fertilisers tycoon Pankaj Oswal is not covered by tough new demolition rules at the Shire of Peppermint Grove. “The new demolition provisions are more to ensure there is a building licence in place prior to demolition to ensure a block does not remain vacant,” chief executive John Merrick said. Residents pushed for the new rule during consultation about proposed Town Planning Scheme No.4 earlier this year, before councillors agreed the rule should also be added to the current TPS3 at their meeting last month. The rule has also been adopted by the cities of Fremantle and Vincent and prevents homeowners demolishing homes and leaving unmaintained blocks. But Mr Merrick said the status of the unfinished mansion at the corner of Bay View Terrace and Keane Street was still undecided after Mr and Mrs Oswal flew to the Middle East in January 2011. The cessation of building work on the mansion promoted concerns from residents and the council that the site would become an eyesore. The council is still negotiating with the Australian Taxation Office, which froze the Oswals’ assets, including a $2.5 million motor yacht now at a mooring near Mosmans Restaurant, about whether the block can be subdivided and sold.
