Under Obamacare, the IRS is responsible for administering Obamacare and the levying of a fine to any one who is uninsured. But here is where the jurisdiction of the IRS ends: They dont have authority to enforce or collect the fines except for deducting from a persons tax return if they are to receive a refund. Most people who cannot afford the high cost of insurance usually do not file and have no refund.
