Under Obama’s plan — which would cost an estimated $60 billion over 10 years– the feds would pay 75 percent of a student’s tuition, and the states pick up 25 percent. Brooklyn College and CUNY Graduate Center education professor David Bloomfield predicted a “huge increase” in enrollment if Congress passes the plan, but warns that many getting a free ride may not be ready for college work.
