Until 2002, it was the OFFICIAL written policy of the State of North Carolina, by and through its Attorney Generals Office, to train law enforcement officers to falsify evidence, with hold evidence of innocence, and to lie under oath to gain convictions. This policy and its tactics were then taught to Agents of the North Carolina State Bureau of Investigation (under the AG), who then trained officers of the county Sheriffs and city police departments. After the policy became public and was struck down and a couple people lost their jobs--no one untrained all those officers or District Attorneys who had been trained to do this. The NC SBI investigates ALL police related shootings in NC.
