Update... I did follow up with several local authorities. First I was correct that neither the police nor animal control would have responded to my report since the woman was with her car at the time, and it would be my word against hers anyway. I contacted animal care and control, and they will not follow up based on my photo and report. I contacted DHS, who would take a report but would not follow up since there is no immediate danger. I sent an email to the local news with what we saw and offered to provide the picture if they wanted to investigate. There was no option to attach a photo or file. I have made an effort, and that is all I can do.
