Urgent! Protect Funds and Services for English Learners TODAY! Governor Brown released May Revise amendments to his proposed school finance plan, Local Control Funding Formula (LCFF). In spite of these amendments, the proposed LCFF continues to give school districts and schools total control and flexibility over funding decisions with little to no accountability or monitoring to ensure that instruction and services continue to be provided to English learners (EL’s) and students who are economically disadvantaged. The proposed Local Control Funding formula will collapse the funding of the EIA, in addition to other categorical programs, into a “supplemental fund” for English learners, students who are low-income (eligible for free and reduced meals) and foster youth attending our schools. This “supplemental fund” will be made available for English learners for only 7 years!! Furthermore, the LCFF does not require that the supplemental and concentration dollars be spent to serve and assist EL’s. Nor does it require that supplemental dollars supplement and not supplant existing resources. In order to ensure that the LCFF will indeed provide the dollars to English Learners and low-income students, the following must occur: Eliminate the arbitrary 7 year supplemental funding cap placed on English Learners Require supplemental funding must be spent on services and instruction for English learners, low- income students and foster youth. Require that the supplemental funds will not supplant existing resources Require and fund English Learner Advisory Committees at the district and school site levels. Do not be fooled! Current language in the LCFF stating that supplemental and concentration grant funding shall be spent to “primarily benefit” ELs and low income students does not require that they be spent on these students. All these funds go into the general fund at each school district. Current language in the LCFF that states supplemental funds are to be allocated “proportionally” to the number of EL’s and low-income does not require that these funds be spent on these students. Lets make sure that ELs and low-income students continue to receive the services and programs they require for academic success.
